Routing on windows PC

Wow, just wow. I just found out that Windows PCs don't have ip routing enabled by default. This came as a question to me by one of my acquaintances who's trying to install a Sun Web Proxy Server on top of his windows PC.

He's trying to make a proxy server for their office. I compared it to MS ISA servers and conventional software UTMs. Problem is, even if you install Sun Web Proxy Server, it will not enable the IP routing on Windows, whereas, MS ISA servers, enable IP routing on your windows OS.
